This is a local development in the UAE wherein a company set up in Dubai is actually an operating entity having genuine business operations in UAE, or merely a paper entity created for tax benefits. Once an entity is declared as a paper entity, then questions will be asked on its treaty eligibility or in such companies and even treaty benefits could be denied.
